Amarillo alone averages somewhere near eighteen to twenty inches of snow annually at roughly 3,600 feet, and freeze-and-thaw cycling puts stress on shallow footings, porch slabs, steps and any concrete flatwork holding water when a front arrives. It is a bigger factor in this part of Texas than most of the state ever deals with.

Perimeter beams, interior beams, and what old houses lack
A modern slab in this region is a system of two parts: a perimeter grade beam carrying the exterior walls, and interior beams running through the middle of the footprint at a maximum of twenty feet on centre. Both carry continuous reinforcement top and bottom, and the interior beams are what prevent the centre of the floor from moving independently of the edges.
A great deal of housing in the older Panhandle railroad towns was built with neither arrangement. A shallow continuous footing under the walls with an unstiffened floor between them is a fundamentally different structure, and it responds to soil movement by flexing rather than by resisting.
Knowing which system you have is therefore the first question, not a technicality. Repair strategies that suit a stiffened raft can be inappropriate for a house that has no interior stiffening at all, and vice versa.
Compact lots and shared water
Old townsite grids put houses close together on modest plots. That has a consequence people rarely think of as structural: water shed from one roof, one drive and one patio very often ends up affecting the property next door, because there is nowhere else for it to go.
Correcting drainage on a lot like this is partly a conversation with a neighbour rather than purely a technical exercise. A regrade that solves your problem by moving water eight feet sideways has created someone else's, and on plots this size that is easy to do without meaning to.
The workable approach is usually to get roof water into pipe and carry it to a point where it can be released without loading anybody's foundation, rather than relying on surface fall across ground that simply does not have room for it.
A northern Panhandle winter
Freeze and thaw does more here than most of Texas ever contends with. Water that gets into flatwork, into a porch slab, into steps or into the joint between a walk and a wall expands when it freezes and prises material apart a fraction at a time. Repeated across a season it is a genuinely erosive process. Keeping water out of concrete before winter is worth more than repairing it afterwards.
Insurance, and what is usually not covered
This disappoints people, so it is better said plainly than discovered late. Standard homeowner policies in Texas generally do not cover foundation movement caused by soil expansion, contraction or settlement. Those are typically written out as excluded causes, on the reasoning that they are gradual and predictable rather than sudden and accidental.
What can be covered is damage arising from a specific event the policy does insure. The most common of these by a considerable margin is a plumbing leak beneath the house. Where a supply or drain line has failed and the resulting water has moved the foundation, many policies will respond to some part of that — frequently the cost of accessing and repairing the leak, sometimes more.
This is exactly why establishing whether there is an active leak matters before you commit to anything. It changes the diagnosis, it changes the repair, and it changes who might pay for part of it. A static or hydrostatic plumbing test is a modest cost against that possibility.
Two practical points follow. Read your own policy rather than relying on a general description, because wording varies meaningfully between insurers. And document the situation from the moment you notice it — dated photographs, measurements, a note of when symptoms appeared — because if a claim does become relevant, contemporaneous records are worth considerably more than a recollection assembled afterwards.
Sunshine, evaporation and the drying half of the cycle
Discussion of soil moisture tends to focus on where water arrives. In this climate the more powerful variable is often how fast it leaves. The Amarillo area records on the order of 259 sunny days a year, and combined with persistent wind and low humidity that produces an evaporative demand which removes water from soil at a considerable rate.
The consequence is that clay here can dry to depth surprisingly quickly once rainfall stops. A few weeks without meaningful precipitation in the warm season, under clear skies and steady wind, will pull moisture out of the upper soil profile far faster than the same interval would in a humid climate, and the shrinkage that follows is what opens gaps between soil and foundation.
That gap then becomes the mechanism for the next problem. When rain finally arrives, it does not have to soak gradually through the soil surface; it runs straight down the shrinkage cracks and reaches depth almost immediately. The soil is wetted rapidly and unevenly, swells, and the cycle completes.
Understanding this changes what good practice looks like. The objective around a foundation here is to moderate the drying as much as to manage the wetting, which argues for consistent, modest moisture near the building through dry spells rather than heavy watering after the fact. Mulch, shading and steady irrigation applied at a distance from the wall all serve that goal better than a hose run against the foundation once the cracks have already opened.
