Which one do you need?

Most people start with an inspection, because the repair method depends entirely on what the elevation readings and the site drainage turn out to say. If you already know, here is the short version.

An order of operations worth knowing

There is a sequence that experienced Panhandle contractors tend to follow, and it is worth understanding because it can save you money. Water management comes first. If a downspout is dumping against a grade beam or the yard falls toward the house, lifting the slab without fixing that just buys you a few seasons before the same corner drops again.

The City of Amarillo's own foundation manual is blunt about this. Its details call for finish grade sloped half an inch per foot for at least five feet away from the foundation, and a minimum of eight inches from soil to the sill plate. Those two numbers are the cheapest structural protection a house here has, and a surprising number of older properties no longer meet either one after decades of flowerbeds, added topsoil and settled backfill.

Only after drainage is understood does underpinning make sense. And piers are not a cure for a slab that is heaving upward from a wetted clay — that problem gets solved by taking the water source away, not by pushing steel into the ground. Any contractor who reaches for piers before asking where your water goes is skipping a step.

What drives the price

People reasonably want a number before anyone visits, and no honest website can give one. What we can do is set out the variables, so that when you are given a figure you can see what is behind it.

  • Foundation type. Getting under a raised floor through a crawl space is a fundamentally cheaper operation than reaching the interior of a slab, which requires either tunnelling beneath it or cutting through the floor inside the house.
  • How far it has moved. A quarter inch of deflection and two inches are different jobs, and the second usually brings cosmetic repair work along with it.
  • Depth to bearing. This is the big unknown on any pier job here. Across the region, soils carry accumulated calcium carbonate at depth and the material that will actually carry a house indefinitely is not at a predictable elevation from one site to the next.
  • Access. Whether machinery can reach the foundation, or whether excavation has to be done by hand, can change a price substantially — and it is the main reason canyon-side properties cost more than level lots.
  • Whether an engineer is involved. A sealed repair plan adds cost and adds standing. For anything a lender or a buyer will scrutinise, it is usually worth it.
  • What is included beyond the structure. Drainage correction, landscaping reinstatement, interior finish repair and permit fees are sometimes in the number and sometimes not.

That last point is where quotes most often turn out not to be comparable. Two proposals with similar headline figures can differ by thousands once you establish which one puts the flowerbeds back and which one leaves you with a trench.

Reading a proposal properly

A scope of work worth accepting says what is being done, where, how deep and to what standard. A scope that says "install piers as needed" has transferred every judgement to the contractor after you have signed.

Look for the pier count and the specific locations, marked on a plan of the house. Look for a stated target depth or a statement of how depth will be determined on site. Look for a stated lift objective and an acknowledgement of what may crack during it. Look for who obtains the permit, and whether an engineer will issue a completion letter afterwards — that letter is often what a future buyer's agent actually asks to see.

Then look at the warranty in detail rather than at the number of years on the front. What does it cover: the piers themselves, or the performance of the house? Does it survive a sale? What voids it — and if the answer includes failing to maintain drainage, note that this is a reasonable condition and one you will need to actually meet.

How the work fits together across a whole property

Homeowners generally arrive at this website looking for one service, and the honest answer is that most properties end up needing a combination of two or three, sequenced in a particular order. Understanding how they relate prevents the most common and most expensive mistake, which is doing the right work at the wrong time.

Water management sits at the front of every sequence. Grading, roof water and irrigation determine the moisture regime the soil experiences, and that regime determines what the soil does to the structure. Anything built on top of an unaddressed water problem inherits it, which is why a perfectly executed underpinning scheme on a house with a downspout emptying at the grade beam will disappoint everybody involved within a few years.

Below-grade drainage comes second, and only where surface work cannot reach the problem. There is no point cutting a trench and installing pipe if the water in question is arriving off a roof, and there is every point in doing so if it is moving through the ground from higher land. Establishing which of those you have is the entire purpose of the assessment that precedes the work.

Structural repair follows once the water picture is understood and corrected. That ordering is not merely tidy: soil that has been allowed to return toward a stable moisture content will give different elevation readings from soil in an extreme state, and taking a lift decision on readings from the wrong moment can lead to lifting a house that was about to recover on its own.

Cosmetic repair goes last, always. Sealing cracks, repointing brickwork and patching plaster on a structure that is still moving produces work that fails visibly and quickly, and the repair usually looks worse than the original defect because new material rarely matches old. Waiting is not a delay in this instance; it is part of the method.

Flatwork sits slightly outside the sequence and can generally be done whenever, with one exception worth noting. If a drive or patio has tilted back toward the house, it belongs in the drainage phase rather than the cosmetic one, because it is functioning as part of the water problem rather than as decoration.

What a realistic timeline looks like

People frequently expect this to be a single visit and a single invoice, and on a straightforward job it can be. On a house that has been moving for years it more often looks like a sequence spread across a year or more, and that is a sign of competence rather than delay.

A typical progression runs something like this: an initial assessment with elevation readings, drainage correction carried out within weeks of it, then a deliberate pause of several months to let the soil respond, then a second set of readings, then a decision about whether structural work is warranted and at what scale. Cosmetic repair follows a further period after that.

The pause is the part that gets compressed under pressure, and it is the part carrying most of the value. It is what distinguishes a house that needed drainage work from a house that needed underpinning, and getting that distinction right is worth considerably more than getting to the end quickly.

Permits, and who is responsible for pulling one

Inside Amarillo city limits, permitting runs through the Building Safety Department using an online portal, and the city publishes a list of work that is exempt from requiring a permit. Structural foundation work is not generally on that list.

The city has adopted the 2021 International Residential Code, effective from January 2024, alongside a set of local amendments, and it maintains a Construction Advisory and Appeals Commission that hears appeals against decisions of the building official and rules on alternative materials and methods not otherwise covered by the codes.

What this means for you as a homeowner is that there is an institutional check available, and it is worth using. The contractor should be pulling the permit, not you, and the reason matters: a contractor who holds the permit carries the responsibility for the work meeting code, whereas a homeowner-pulled permit shifts a considerable amount of that responsibility onto the person least equipped to carry it. The city does allow homeowners to permit work on their own homestead property, and there are situations where that is appropriate, but for structural foundation work it generally is not.

Ask three things before work begins. Who is applying for the permit. What the permit will be issued for, in the city's own description of the work. And whether a professional engineer will produce a completion letter afterwards confirming the repair was carried out to the sealed plan. That last document is frequently what a future buyer's agent or lender asks to see, and it is far easier to obtain at the time than to reconstruct years later.

If a contractor suggests the work does not need a permit, that may well be correct for a minor repair, and the way to settle it is to check rather than to assume. The building department answers this question routinely and it costs a phone call.

When the right answer is to wait

Foundation work is one of the few home repairs where doing nothing for a season is sometimes the correct professional recommendation. On soils that move cyclically, a single set of elevation readings tells you the current shape of a house but not the direction it is travelling. A second set six to twelve months later tells you whether anything is progressing.

Where movement turns out to be seasonal breathing on reactive clay — which is common across Amarillo and the surrounding counties — the appropriate response may be moisture management and monitoring rather than underpinning. A contractor willing to say so is worth more than one who is not.
